Plans to repair White Rock Lake spillway underway
On Monday, May 19, Cassia Sanchez from Dallas Water Utilities and representatives from Halff Associates presented an update on the work planned to repair the damage to the north and south retaining walls at the White Rock Lake spillway. During a heavy rain and flooding event in March 2006, the south wall failed, and a section of the north wall was compromised.
Halff Associates has completed the research and design for the repairs and improvements for the spillway and the design was approved by the Dallas Parks and Recreation Department Board in January 2008. The bidding process was opened in May and it will take three to four months to award the bid. Actual work is scheduled to start in October 2008 and will take 12 to 18 months (weather permitting). Repairs and improvements include:
• Repairs to the north and south retaining walls
• Three cantilevered overlooks
• Improvements to the biking trail along Garland Road
• Separation of biking and pedestrian trails along spillway
• Paving parking lot on Winsted, with addition of 60 new spaces (parking along Garland Rd is being removed)
• New lighting – both globe lights and foot lights
• Improving transition of bike trail onto Winsted to alleviate problems with bike traffic versus auto traffic
• Wall treatments and landscaping
During construction, every effort will be made to minimize road and trail closures and to provide as much notice as possible. Trails will not be closed for more than a day and will not be closed on weekends. It will be necessary to lower the water level to repair the retaining walls. The City requires 30 days notice when the water level is to be lowered and will be monitoring this process carefully. Other concerns include traffic control on Winsted, where officer support will be needed.
